Why is the CPI based only on perceptions?
It is difficult to assess the overall levels of corruption in different countries based on hard empirical data, e.g. by comparing the amount of bribes or the number of prosecutions or court cases. In the latter case, for example, such comparative data does not reflect actual levels of corruption; rather it highlights the quality of prosecutors, courts and/or the media in exposing corruption across countries. One strong method of compiling cross-country data is therefore to draw on the experience and perceptions of those who are most directly confronted with the realities of corruption in a country.

So the best way you have to refute the DOCUMENTED occurrences I brought up about Peter Doone's removal by Hulun is a report about "perceptions", okkkay.
What are your takes on Doonegate, Parkergate, Corngate, Paintinggate, Speedgate, to name just a few, you know, as an "impartial observer".
I do PLENTY of thinking for myself, TVM.
OOH and as far as corruption goes.. keep this place in mind. LAS VEGAS.
We should be hearing a lot more about it soon. |

Beaurocrats will rub your face in statistics because you can always hide from the real truth. When Labour start having to face certain truths, they will create more beurocrats, red tape, probably create an organisation that does nothing but talk about the problem, until we are going round & round & round like we do with this lame Govt.
Take crime for example. Some Labour stiff said that crime has decreased over the last decade when we all know this is not true.
The incoming National Govt will give these old men the boot and take action, effectively cutting the problem off at the knees.

JJ, If you don't have sufficient knowledge of those events I referred to, that's fine.
But don't try to gloss over or dismiss them from a position of ignorance.
Peter Doone did no such thing.
Helen Clark leaked false information to the media that resulted in a public perception of the Police Commissioner that was simply not true. Then that public perception was used to justify his position being untenable. |
